Emergency Management Organizational Structures, Staffing, and Capacity Study

First Version Released July 2025

This study captures foundational data about how emergency management organizations nationwide are structured and staffed, their funding sources, and how staff time is allocated. 

This pioneering study is a collaborative effort among the International Association of Emergency Managers (IAEM), the National Emergency Management Association (NEMA), Big City Emergency Managers (BCEM), the Federal Emergency Management Agency (FEMA), and Argonne National Laboratory. This report represents the voices of over 1,700 emergency managers from state, local, and territorial emergency management agencies, with a response rate of nearly 24% among local jurisdictions, 73% among states, and 75% among territories. At the time this version was released, tribal emergency managers were still being polled. This report will be updated to include the tribal data.
