This study captures foundational data about how emergency management organizations nationwide are structured and staffed, their funding sources, and how staff time is allocated.
This pioneering study is a collaborative effort among the International Association of Emergency Managers (IAEM), the National Emergency Management Association (NEMA), Big City Emergency Managers (BCEM), the Federal Emergency Management Agency (FEMA), and Argonne National Laboratory. This report represents the voices of over 1,700 emergency managers from state, local, and territorial emergency management agencies, with a response rate of nearly 24% among local jurisdictions, 73% among states, and 75% among territories. We are pleased to note that the tribal survey is still open, and we hope that more tribal emergency managers will participate and share their insights. This report will be updated to include the tribal data later this year.
We sincerely thank everyone who has contributed to this study so far. We recognize the great value it provides to all emergency management agencies across the country, as well as to everyone working to support the emergency management community, as we strive to make our communities safer.

The tribal survey was launched on January 29, 2025, and is still ongoing. This survey is intended for tribal emergency management directors or the chief official performing the duties of the emergency manager. Only one response to this survey should be received from each tribe or nation. Email addresses for the tribal nation survey were identified through the Bureau of Indian Affairs website.
