IAEM-USA Announces the 2025 Uniformed Services Civilian Emergency Manager Award
The Awards & Recognition Committee of the U.S. Council of the International Association of Emergency Managers (IAEM-USA) has selected Genivive Ivory as the IAEMUSA 2025 Uniformed Services Civilian Emergency Manager award recipient. The award will be presented at the 73rd IAEM Annual Conference & EMEX in Louisville, Kentucky.
2025 Uniformed Services Civilian Emergency Manager Award Recipient: Genivive Ivory
Genivive Ivory stands out as a leading medical emergency manager within the United States Air Force’s Air Education and Training Command. She oversees a $1 million All-Hazards Medical Response program across 12 locations in five states, maintaining an extraordinary 92% readiness rate—unmatched in wartime and disaster response preparedness. Her leadership ensures both current mission success and long-term sustainability.
Peerless in her field, Ms. Ivory applied her expertise in 2024 to peer-review and assist with six installation contingency response plans, aligning them with the National Response Framework and protecting a population at risk of 331,000. Since then, she has coordinated full-scale exercises across those installations, including a complex aircraft mishap drill ahead of a major air show.
Her dedication to compliance and operational excellence was evident during five Military Treatment Facility visits, where she identified critical gaps and recommended corrective actions related to The Joint Commission and Air Force emergency management standards. Recognizing her leadership, Headquarters Air Force Medical Service selected her to facilitate the Defense Medical Readiness Training Institute’s Public Health Emergency Management Course, where she trained 180 newly appointed emergency managers and authored the aircraft In-Flight Emergency Response chapter for a new concept of operations.
She further demonstrated initiative by collaborating with the National Guard Bureau and the Veterans Affairs Office of Emergency Management, integrating an Air Education and Training Command unit into a patient movement exercise. This enabled the Federal Coordinating Center to evaluate its capabilities alongside Veterans Affairs in support of the National Disaster Medical System.
Her foresight was critical during Hurricane Helene, when IV fluid production was disrupted nationwide. She swiftly alerted higher headquarters and assisted Military Treatment Facilities in developing mitigation strategies to ensure continued patient care.
Her notable achievements bring great honor to herself, the United States Air Force Medical Services, and the profession of Uniformed Service emergency managers.
The IAEM-USA Uniformed Services Civilian Emergency Manager of the Year Award recognizes an individual serving in civil service or as a contractor supporting the U.S. Armed Forces who has consistently demonstrated significant contributions to the field of emergency management while continuously self-developing as an emergency manager.
